Home MenuIn 2007 California signed AB1103 into law which established the Building Energy Benchmarking Program. Energy benchmarking means tracking a building's energy and water use, then using a standard metric to compare the buildings performance against past performance and to its peers nationwide. These comparisons have been shown to drive energy efficiency upgrades and increase occupancy rates and property values. Rising energy costs mean that energy now represents a significant portion of operating budgets for buildings across the nation.
TDPUD is here to help you benchmark your building by providing data on your building's energy consumption (see below) and resources to walk through the benchmarking process. If you are looking for more information please call or email us:

Benchmarking is required for owners of large commercial and multifamily buildings and must be reported by June 1 annually. While it is not required for everyone, benchmarking your buildings brings many benefits with it. For example, building benchmarking will:
- Help you understand the performance of your building(s) and set goals for improvement.
- Set up a methodology to track and report on energy performance, costs, and environmental impact over time.
- Allow you to earn points toward LEED TM certification.
- Qualify your building for the prestigious ENERGY STAR R label with performance scores above 75.
- Verify and track progress of improvement projects.
You can find the most up-to-date information at California's Building Energy Benchmarking program website.
Getting Started
The Environmental Protection Agency (EPA) has created an online benchmarking tool called the ENERGY STAR Portfolio Manager. This is an interactive energy management tool that allows you to track and assess energy and water consumption for your building or across your entire portfolio of buildings in a secure online environment. The EPA has developed a Benchmarking Starter Kit to help you get started quickly. EPA offers free webinars to help you through the process. For questions on Portfolio Manager, refer to ENERGY STAR's online Help and FAQ or contact buildings@energystar.gov.
The City of Truckee / Truckee Donner Public Utility will provide you with a 12 month historical kWh usage profile to upload into Portfolio Manager. Collect the account number(s) and service address for each meter you want to add to the Portfolio Manager. If you are not an authorized representative of the Customer of Record for the account or accounts that are required to benchmark your facility, we will then additionally need a release from the authorized representative (click here for form) to provide the requested information all requests can be emailed to Service@tdpud.org, fax 530-587-5056, or mailed to 11570 Donner Pass Road, Truckee, Ca. 96161.
